- Lead in sourcing of suppliers to drive for competitive bidding, based upon knowledge of local market, leveraging pre-qualified suppliers, and optimizing the supply base.
- Engage regularly with the project team to understand project requirements and adjust schedule activities as a result.
- Develop sourcing/negotiation strategy for assigned works/projects, including tender documentation to drive cost and value benefits, risks, and evaluation matrices.
- Conduct and lead sourcing events, including requests for quotations (RFQs) or requests for proposals (RFPs), negotiations with bidders, bid awards with decision analysis (DA), and draft agreements/amendments as needed.
- Perform cost validation for work assignments/packages and subsequent change order management.
- Lead bidder negotiations to drive to best value.
- Follow-up during project execution phase and perform contract management includes (not limited to) managing variations, claims, insurances, bonds, cash flows, payments, key dates/milestones up to proper closure of the projects.
- Degree in any engineering discipline or equivalent
- 15+ years' experience in Chemical fields leading procurement / supply chain activities for new built projects in Asia.
- Fluent in both English and Mandarin preferred, both written and verbal.
- Excellent interpersonal and stakeholder engagement abilities, including highly developed written communication, presentation and influencing skills.
- Team player with excellent leadership and problem solving skills
- Excellent communication skills with the ability to negotiation, influence and persuade others

You will be a project manager representing the end user client, taking the proactive actions in managing and coordinating all stakeholders, consultants, contractors, and suppliers. Individual project values up to US$6m and over.
