    Project Description:

    Background: The Project Identification Form (PIF) titled 'Shifting to Zero Waste Against Pollution (SWAP) Initiative was approved by the GEF Council during its meeting in June 2023. A Project Preparation Grant (PPG) was approved to develop the project document and other requirements for GEF CEO endorsement.

    The proposed Shifting to Zero Waste Against Pollution (SWAP) Initiative aims to promote integrated chemicals and waste management by supporting pilot cities in emerging economy and Least Developed Countries towards zero-waste vision in line with green and circular economy direction and waste hierarchy principles for sustainable production and consumption against pollution and resource waste. The comprehensive approach of the Initiative will be implemented in the following five selected cities: Freetown (Sierra Leone), Tianjin (China), Kocaeli (Türkiye), Montevideo (Uruguay) and Tunis (Tunisia). The Initiative foresees interventions to:

    • Enable conditions and coherent policies to promote integrated planning and programming at city level towards a long-term vision of zero waste and zero pollution.
    • Explore special and diverse legal, fiscal and financial steering instruments to promote sustainable investment and cost recovery to address the financial challenges for the transition to a zero-waste city.
    • Enhance sustainable production and consumption by encouraging the private sectors adopting BAT/BEP to eliminate harmful chemicals in products, promoting eco-design, sustainable consumption and services, building ecosystem from upstream to downstream for circularity of materials.
    • Make information and knowledge accessible for raising awareness to every key stakeholder in the key value chains including producers, retailers, consumers, citizens, waste workers through a whole-of-society approach.
    • Build global networks and partnerships on zero waste, provide policy and technical advice through its clearing house, facilitate knowledge sharing, and raise awareness across countries and regions.

    The assignment is to provide technical expertise for the development of a global GEF-funded project Shifting to Zero Waste Against Pollution (SWAP) Initiative and input in the formulation of a high quality Project Document accordingly, utilizing and adhering to the appropriate UNDP GEF templates and guidance for GEF-8 that will be provided by UNDP.

    The National lead consultant, (S)he would oversee and coordinate the PPG process at the national level throughout its entire duration and be responsible for the overall coordination of processes and consultations needed for project development and the preparation of the UNDP-GEF Project Document and the GEF CEO Endorsement Form, in direct collaboration with the international coordinator and other consultants.

    Scope of the assignment:

    Role:

    The role of the national lead consultant includes ensuring the delivery of necessary information for project preparation. The role also includes coordinating the consultation processes with national and international project partners and stakeholders at the different stages of the PPG phase and facilitating the flow of information and communication between the various consultants involved in the project's preparation, including communication with the international coordinator.

    Duties and Responsibilities


    Preparatory Technical Studies and Reviews (Component A):

    • Prepare inputs and support the required analyses/studies, as agreed with the GEF PPG Team Leader, including:
    • Compile baseline/situational analysis for the full-size project (FSP). This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; and presentation of results of the incremental cost-analysis in matrices as appropriate;
    • Support the application of the screening of SES risks, identification, categorization and determination of assessment and management plans and mitigation measures, and inform the Lead international consultant and SES expert, to inform project design;
    • Oversee the stakeholder analysis and consultations and ensure that they are complete and comprehensive;
    • In coordination with the international gender expert, ensure the preparation of the gender analysis for the national project and ensure its findings are meaningfully integrated into the project's strategy, theory of change and results framework;
    • Ensure action points, including risk assessments, from the UNDP Social and Environmental Screening Procedure (SESP) at the concept note stage ("pre-screening") are fully implemented during the PPG, and update that screening in an iterative fashion throughout the PPG, as appropriate;
    • Conduct/oversee the identification of the project sites, with documentation of selection criteria;
    • Oversee the consultations with partners regarding financial planning; and
    • Support the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs as guided by the PPG Team Leader / International consultants.

    Formulation of the country-level Project Document, Inputs to the global CEO Endorsement Document and Development of Mandatory and Project Specific Annexes (Component B):

    Based on the global inputs from the international consultant's team:

    • Develop, present and articulate the national project's theory of change;
    • Develop the Project Results Framework in line with UNDP-GEF policy;
    • Develop a detailed Monitoring and Evaluation Plan and Budget for the national project;
    • Oversee and ensure the preparation of a Stakeholder Engagement Plan for the national project;
    • Oversee and ensure the preparation of a Gender Action Plan and Budget for the national project;
    • In coordination with the Safeguards International Consultant, update the SESP's national component based on assessments undertaken during Component A, and ensure the development of environmental and/or social management plan(s) for all risks identified as Moderate or High in the SESP;
    • Prepare the national inputs to the Core Indicators targets for the GEF
    • Secure agreements on project management arrangements;
    • Ensure the completion of the required co-financing letters; and
    • Contribute, based on national level analyses, studies, etc. that are prepared during the PPG, inputs to the draft national UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory and project specific Annexes, using the required templates.

    Validation Workshop (Component C):

    • Help support the planning and preparation of the national validation workshop;
    • Contribute to the validation workshop; and
    • Support all necessary revisions that arise from the workshop discussions, as appropriate.

    3. Final UNDP/GEF project documentation. The CEO Endorsement package will include the following documents:

    • Finalized GEF Request for CEO Endorsement


    Institutional Arrangement:

    The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment. The Consultant will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, specific software, etc.) and must have access to a reliable internet connection

    The recruited lead consultant will report to the programme managers at UNDP China Office, and will work closely with the International Lead Consultant and and other experts to be recruited under the preparation project. In order for the smooth implementation of the deliverables the consultant must liaise with other consultants recruited for PPG. The frequency and medium of updates/feedback between the PPG team will be mutually agreed upon contract signature. He/she should carry out his/her tasks in accordance with the rules and procedures of UNDP. Any other task that are not included above but during the assignment period later deemed important to ensure the quality of the deliverables could be proposed by the incumbent and shall be agreed jointly.

    Scope of Price Proposal and Schedule of Payments

    Expert must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, living allowance and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon satisfactory completion of the deliverables/outputs and as per below percentages:

    Duration of the Work:

    Travel:

    The assignment foresees one mission for field visit, the travel expenses associated with the field visit will be borne by the project.

    Required Skills and Experience


    Education: Master degree or higher in a relevant field, such as Environment related, natural sciences or similar;

    Language: Excellent oral and written communication skills in English and Mandarin;

    Experience and skills:

    • Minimum 5 years of demonstrable experience in the technical area of Chemicals and Waste;
    • Working experience with UNDP-GEF PPG is desirable understanding GEF's strategic plan and priority areas in GEF VIII;
    • Previous experience with donor-funded development projects in China is highly desirable;

    Criteria for Selection of the Best Offer

    Evaluating offers will be based on Combined Scoring method – where the qualifications and methodology will be weighted at 70% and combined with the price offer which will be weighted at 30%. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%), and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Only candidates obtaining a minimum of 0.49 points (70% of the total technical points) would be considered for the Financial Evaluation. Incomplete proposals may not be considered.
