Description:To lead Gasification Telecom Group within Air Products Asia Engineering organization for Air Products captive (Sale of Gas) and third party (Sale of Equipment) businesses. To ensure competitiveness, successful asset creation, productive internal and external interfaces, risk management, and talent management. Asset creation work involves developing, bidding, and executing projects. Multi-faceted planning, decision-making, and communication accountabilities span the above factors. This role requires understanding and translating business requirements into effective engineering & design strategies and delivering on all facets of bid and project commitments. The functional responsibilities include resource development, planning and management; managing short-term and long-term capabilities and capacities development and maintenance of quality, timeliness, and performance of deliverables. The organizations portfolio is broad, both in terms of industrial gas technologies (high temperature, adsorption, catalytic, absorption) and scale (highly standardized/small-scale products with individual asset values of USD 500,000-3,000,000, through complex facilities with asset values on the order of USD 500,000,000). To fulfill the requirements of the position the incumbent must develop collaborative working relationships with GEM team members (within region and global), Operations, Procurement, and Technology. PRINCIPAL ACCOUNTABILITIES Develop and deliver competitive Telecom engineering & design execution strategies to ensure the growth of Air Products businesses whilst consistently delivering on project commitments in terms of man-hours, cost, schedule, quality and performance. Develop the capabilities and know-how to be able to deliver cost effective engineering & design that support the broad portfolio of projects. Develop and implement effective strategies for managing workload fluctuations so that critical skills and capabilities are maintained during downswings and schedule, quality and performance are maintained during upswings. Support the creation and maintenance of key work processes and engineering standards to ensure that competitive and safe design of Air Products projects on a global basis. Develop and maintain the capabilities of the Gasification Telecom team to ensure that we can support the business needs across the broad portfolio of offerings. Develop and maintain work process and reporting to ensure strong project control and clear communication. Provide strong leadership to the team and the Global Engineering & Manufacturing organization to do performance review of direct reports; Assist Director Global Gasification Engineering to create team members career development plan; Recruit, train and motivate staff of the team necessary to meet the present and future needs of the business. Manage and perform various aspects of telecom engineering & design activities. Experienced in Telecom engineering and design of coal gasification industry with local design code compliance and low-cost design initiatives. Act as a consultant in Telecom engineering areas of expertise and lead problem solving on significant Telecom issues. Have rich experience on site technical support and trouble shooting. Coordinate and communicate Telecom technical issues, working process, work load sharing, etc. with other regions. JOB REQUIREMENTS Job Incumbent is expected to have minimum 15 years work experience in Telecom Engineering and Design for Coal Gasification, Chemical or Petrochemical related industry with Chinese Design Institute or engineering company. Job Incumbent is expected to have bachelors degree in Telecom engineering or relevant discipline. Job Incumbent is expected to have certain management skills and with 5-years experience in supervising a team with the scale of 3~5 persons. Familiar with Telecom equipment and bulk material sizing and selection. Well understand China local Telecom engineering and design code and be familiar with international standards and codes. Well understand the interface with other disciplines, such as process, piping, civil, structure, mechanical, machinery, instrument, electrical, plumbing and firefighting, HVAC, etc.
